A quality of 75-85 gives a big size reduction with no visible change for most photos. Go lower for thumbnails and chat apps, and higher than 90 only when you plan to edit the file again.
JPEG is a lossy format, so any recompression discards some detail. At high quality settings the loss is invisible to the eye, while the file can still be 50-80% smaller than a camera original.
Phone cameras save 12-48 megapixel JPEGs at very high quality, often 3-10 MB each. Recompressing at quality 80 usually brings them down to under 1 MB.
